Durham Place Selection Policy and Residency Criteria
Wendover Management, LLC, in compliance with the Civil Act of 1968 and the Americans with Disabilities Act, actively pursues and offers equal housing to all, regardless of race, color, religion, sex, age, national origin, handicap or familial status. The following guidelines are part of our review process for residency at Durham Place Apartments.
Policies
1. Maximum of 2 persons in a 1-bedroom apartment; 4 persons in a 2-bedroom apartment; 6 persons in a 3-bedroom apartment. Infants under 24 months of age shall not be considered in calculating the maximum number of persons. However, at the end of the lease term, a relocation may be required due to over occupancy depending on the age of the infant at date of renewal term commencement.
2. Prospective residents of the homeless households are referred through the Central Florida Continuum of Care (CoC) Coordinated Entry System (CES), then identified and assessed using standard assessment tools.
3. Application Fees, Deposit Fees, Security Deposits, and First Month’s Rent must be paid by money order or cashier’s check only.
a. No application fees.
b. Security deposits:
i. 1BR: $450 refundable deposit or $300 non-refundable fee
ii. 2BR: $550 refundable deposit or $400 non-refundable fee
iii. 3BR: $650 refundable deposit or $500 non-refundable fee
4. Social Security Cards and Government Issued IDs required for adults 18 and over. Birth certificates and social security cards are required for children under 18 years of age.
5. No pets allowed. Assistance animals are not pets and require approval through the Durham Place 3rd party screening process.
6. Smoking is not allowed anywhere in the community’s buildings or apartments.
7. Residents are responsible for paying for the electricity. Proof of electricity being set up in the applicant’s name is required prior to move-in. All fees and deposits required by the utility provider must be paid prior to moving in.
Background Checks – Credit, Rental, Criminal
1. Credit, Criminal, and Eviction checks will be obtained for each applicant 18 years of age and older. Each applicant must meet current criteria in all three areas.
2. Adverse history as noted below may be grounds for denying occupancy:
a. Crimes against persons:
i. Felony and misdemeanor offenses including assault, battery, domestic result in a denial.
b. Crimes against property:
i. Felony offenses within 7 years of application and misdemeanor offenses within 5 years of application including arson, breaking and entering burglary, forgery/counterfeiting, damage/destruction/vandalism, embezzlement, extortion/bribery, blackmail, fraud, larceny/theft, stolen property, terroristic threats, and passing bad checks will result in a denial.
ii. Other felony and misdemeanor crimes against property not listed require a supervisory review.
c. Crimes against society:
i. Felony drug offenses including possession, equipment/paraphernalia, sales, manufacturing, distribution will result in a denial.
• Misdemeanor offenses including drug possession and drug equipment/paraphernalia are allowed if no more than 1 offense within 3 years of application.
ii. Felony and misdemeanor offenses including obstruction of justice and weapons violations will result in denial.
iii. Felony offenses including driving under the influence, liquor law, public nuisance/curfew/loitering/vagrancy, trespassing, wildlife, and gambling are allowed if no more than 1 offense within 7 years of application. Felony and misdemeanor offenses for traffic violations will require a supervisory review.
Misdemeanor offenses including driving under the influence are allowed if not more than 1 offense within 5 years of application.
• Misdemeanor offenses including liquor law, public nuisance, traffic violations, and trespassing are allowed if not more than 1 offense within 3 years of application.
• Misdemeanor offenses including wildlife and gambling are allowed if not more than 1 offense within 5 years of application.
iv. Disorderly conduct offenses are allowed if not more than 1 felony offense within 5 years of application and no more than 1 misdemeanor offense within 2 years of application.
v. Felony and misdemeanor offenses including peeping tom/eavesdropping, harassment, pornography, obscene material, and prostitution will result in a denial.
vi. Other felony and misdemeanor crimes against property not listed require a supervisory review.
3. No evictions within 12 months of application.
4. Bankruptcies are allowed if not more than 1 within 7 years of application.
5. Falsification of any information provided during the application process will result in denial and termination of tenancy once discovered.
6. Rental verification is required for the previous 2 years including your current and previous addresses, landlord information, and length of residency.
Income
1. If employed, original employment verification letters, and/or the last 4 paycheck stubs are required. If self-employed, a copy of your last tax return and/or a letter from a bookkeeper or accountant is required.
2. If receiving child support, provide proof of consistent payment receipts for the last six months. These documents can include court records, check stubs, and bank statements.
3. If divorced, a copy of the divorce decree will be required.
4. Total household income cannot exceed the property’s maximum income guidelines and must meet the minimum income guidelines.
5. If all occupants of the household are students, one of the following criteria must be met: (1) Occupants are eligible to file a joint Federal Tax Return; (2) Single parent who is a student with all children also students; (3) Students enrolled in certain Federal, State, or Local job training programs.
Per HTF requirements, the following selection polices and criteria are in place pursuant to federal code 93.350:

2. Are reasonably related to the applicant’s ability to perform the obligations of the lease (i.e., to pay the rent, not to damage the housing, not to interfere with the rights and quiet enjoyment of other tenants):
3. Limit eligibility or give a preference to a particular segment of the population if permitted in its written agreement with the grantee (and only if the limitation or preference is described in the grantee’s consolidated plan).
Durham Place management reserves the right to require criminal background checks at each recertification/renewal.
